Update: PSP Participates in PNG’s Final Pilotage Regulation 2022 Roadshow
Papuan Sea Pilots (PSP) took part in the final NMSA draft 2022 pilotage regulation roadshow held on 9–10 September 2025 at the Ella Beach Hotel. PSP was represented by Director Capt. John Garrot Sigging and Managing Director Capt. Fuata Jione.
Key Highlights
Capt. Jione delivered an updated presentation reinforcing PSP’s long-term engagement with ISPO and the concerns on the 2022 draft pilotage regulation.
Discussions focused on the role of the ISPO standard as NMSA moves toward legislating compliance requirements for PNG pilotage providers.
The ISPO/IUG administration reaffirmed the certification pathway, noting that PSP’s ISPO SMS had been approved by Lloyd’s Register for both Kumul Marine Terminal and Port Moresby.
Presenter Capt. Fuata Jione emphasized that ISPO standards are governed by a dedicated international body, with certification performed by recognized Classification Societies to meet IMO Resolution 960(23). Under heavy questioning from Captain Max Stoessel to NMSA lawyers, the lawyers confirmed that NMSA cannot review or approve the ISPO code/standard and for PSP ISPO documentation and confirmed receipt of letter from ISPO/IUG dated August 19 2025 to the CEO of NMSA. NMSA lawyer confirmed to presenter Capt Fuata Jione that a formal response to the letter from ISPO/IUG on august 19 2025 has been prepared for transmission.

The PAC (Pilotage Assessment Committee) NMSA Pilotage Chair was formally notified about the ISPO standard process and compliance requirements.
📨 How the Notification Occurred
Information was provided through ISPO and Lloyd’s Register. NMSA was dealing through Lloyds Register in 2021 with agreement to have all existing pilotage providers audited by LR in compliance with the ISPO code/standard. It was stated at the roadshow from existing providers that ISPO through Lloyds Register too expensive.
The same communication from ISPO and LR was sent to NMSA on 6 November 2023 via email.
The email was marked as read following PSP’s attendance at the Amsterdam ISPO 2023 event.
NMSA says at the roadshow it is also reviewing offshore pilotage, However, for Offshore Pilotage OCIMF standards were highlighted, particularly where specialist certification where required is again carried out by Classification Societies and STCW standards.
This update strengthens PSP’s position as an active contributor to national pilotage reform and demonstrates continued progress toward internationally recognized safety and quality standards.
On September 5 2025 Papuan Sea Pilots Pty Ltd Directors recruited Avei Guba as Trainee Pilot to commence once PSP obtains renewal of its Port Moresby Interim pilotage provider license. Avei now a shareholder of Papuan Sea Pilots effective September 24 2025. Welcome onboard.
Avei Guba hails from the LNG landowner group area at Caution Bay in Boera village where the Exxon Mobil LNG terminal is located. Young, enthusiastic and plenty of oil tanker experience will be a great asset to PSP. PSP’s First PNG officer to have a tanker endorsement and served as Chief Officer on an oil tanker.
As per Papuan Sea Pilots mission and vision to employ and train young PNG Marine pilots this journey has started for this young Mariner. Welcome to the Team PSP where Pilots own and manage the business. Teamwork is PSP’s motto together we shall succeed.
PSP MD attended the Pacific Islands Pilots training group held in Rarotonga from August 19-22. PSP found this group beneficial to its PNG development of its pilots and also the implementation of its approved ISPO SMS.
On August 19 2025 Papuan Sea Pilots through its lawyers was successful in defending the court action brought against NMSA to cancel PSP’s interim pilotage license. The decision of the court paves the way for PSP to regain its interim pilotage provider license so it can get on with Pilotage uninterrupted. A big thank you to ISPO/IUG for its ongoing clarification on the ISPO standard, the adoption and implementation processes of the ISPO code.

Legal services: Papuan Sea Pilots (PSP) engaged Namani and Associate Lawyers on 27 June 2025, formalizing the agreement on 30 June 2025 to support offshore oil and gas and harbour pilotage operations.
Accounting services: PSP engaged Mayberry Accountants in 2023, located in the same building, providing strategic support and ensuring full tax compliance.

Pilot Welfare
Under the ISPO SMS system, all pilots and their families will receive private health care coverage.
Operational Readiness
Pilot vessel support to be provided by a third‑party operator. At present Argo Marine provide this third party service.
For Pilotage at Kumul Marine Terminal such transfer is via the two offshore supply vessels serving Kumul Marine Terminal.
Dedicated pilot vessel inspected and ready for shipment once renewal of Port Moresby pilotage license is completed. To be shipped from Cairns. Contract for purchase in place and such vessel has recently passed an AMSA survey and fully certified.
Alternative pilot transfer methods permitted if they use suitable transport.
Helicopter transfer procedures approved. Discussions with Heli Niugini Helicopter services to be completed.
Alternative transfer through Torres Strait in progress through Auriga pilots.
May 5 2025 two months after receiving PSP Pilotage provider license is a defining moment for Papuan Sea Pilots backed by Captain Fuata Jione former Pilot/Loading/Mooring Master at the Kumul Marine Terminal.
Trusting the process of IPA - Investment Promotion Authority upon reviewing the application for Foreign Certification was approved on May 5 2025 paving the way for continued support to Papuan Sea Pilots to provide training and introduce PNG Pilots/Mariners to specialist work in the Offshore Oil and Gas.

Vessel Inspection & Approval
Papuan Sea Pilots (PSP) completed a third‑party inspection of the vessel Shooting Star on 14 April 2025.
The vessel is an aluminum twin‑hull craft operated by Argo Marine and based in Port Moresby.
Captain Fuata Jione (MD) and Captain John Sigging (Chief Pilot) conducted the inspection.
All required documentation was reviewed and confirmed compliant.
🚤 Pilot Transfer Operations
The vessel was approved as a suitable and safe pilot transfer vessel under ISPO requirements.
PSP will use Shooting Star for pilot transfers through a third‑party arrangement.
📅 Contract & Licensing Status
PSP has renewed its contract with Argo Marine for the Shooting Star until January 2027.
This arrangement remains in place while PSP awaits renewal of its pilotage provider license for Port Moresby.

Papuan Sea Pilots Pty Ltd was created to address a long‑standing gap in Papua New Guinea’s Oil and Gas maritime sector. And it must be noted that active and trainee pilots called for its formation as well.
Since 1992, expatriate pilots and mooring/loading masters have operated the Kumul Marine Terminal.
Chevron Niugini previously ran a strong cadet training program for PNG deck cadets within its fleet.
Industry Changes and Impact
In 2003, Chevron sold its Oil & Gas interests to Oilsearch and its JV partners.
The PNG cadet training program collapsed following the transition.
Oilsearch reintroduced limited local training only in 2016, appointing two local assistant Mooring Masters.
Role of Papuan Sea Pilots
The founder served as a Lead Trainer during the reintroduction of local training.
The company aims to prepare PNG nationals for future Oil & Gas maritime roles, especially as new projects like Papuan LNG progress who own and manage the company under ISPO standards and certification.

Papuan Sea Pilots (PSP) Pty Ltd secured its office and apartment.
Duty pilot safety is paramount so finding a safe location for Office administration close to the wharf is one key setup feature signed off to commence on April 1 2025. Though PSP operate on paperless platform from anywhere it is important to have backup and support contingencies in place.
Also completed issue of P&I insurance from ITIC London based insurer for PSP and its Pilots. We believe this is a first for a PNG pilotage Provider and made possible by acquiring ISPO SMS signed off from Lloyd’s Register. Workers Compensation and Public Liability insurance are from Transpacific local insurer.
Finally after a long process Papuan Sea Pilots Pty Limited obtained its Interim Pilotage Provider license for the Pilotage district of Port Moresby.
With approved ISPO (International Standard for Maritime Pilotage Organisation) SMS signed off by Lloyds Register for Port Moresby and the Kumul Marine terminal the Team at Papuan Sea Pilots can now commence pilotage in Port Moresby and complete its full ISPO certifcation and licensing for the next 5 years.
